City FAQ
A public-safe version of the city FAQ already in the Adopt-A-Dumpster document library—rewritten to separate education and program participation from regulatory or legal claims.
Does Adopt-A-Dumpster™ replace a city’s stormwater program or enforcement?
No. It is a voluntary community education and participation program. Municipal permits, inspections, enforcement, MS4 responsibilities, and regulatory decisions remain with the responsible public agency. What can a city pilot actually test?
A pilot can test public education, supporter participation, sponsor interest, voluntary property engagement, outreach materials, documentation methods, and whether the program is useful enough to expand.Does participation create a new city obligation?
The pilot should be defined in writing before launch. Any MOU or participation document should clearly assign roles and preserve existing public-agency authority. City counsel should review terms appropriate to the jurisdiction.Who is responsible for private property and physical improvements?
Private-property responsibilities should remain with the property owner unless a written agreement says otherwise. Any physical improvement should have its own approved scope, owner authorization, contractor/vendor responsibilities, permits where required, and maintenance plan.Does the program interfere with existing waste-hauler contracts?
It is designed to complement existing waste service, not replace it. Cities and property owners should review their current hauling contracts and local rules before making operational changes. How can this support municipal stormwater goals?
The strongest fit is public education, public participation, pollution-prevention awareness, good-housekeeping messaging, and documented outreach. It should not be described as a substitute for permit compliance or as a compliance certification. What can Secure Structure Alliance document?
Depending on the pilot, SSA can document outreach, supporters, educational distribution, participating locations, site observations, sponsor participation, and other agreed program metrics. Regulatory reporting remains the agency’s responsibility.Does a city have to commit to a large program?
No. The point of the pilot model is to start with a defined, manageable test and evaluate what worked before considering expansion. This FAQ is educational program material, not legal advice. Actual city participation should be documented in jurisdiction-specific agreements reviewed by the appropriate public agency and counsel.
